Blockchains do not *prevent* tampering -- they prevent *secret tampering*. You will know that records have been tampered with, but you won't know what the original record said... you will just know that it has been tampered with. I suspect the Wikileaks stuff on the block chain are signatures, not original text... they will let you prove that a document is real or fake, but they won't provide you with the original/genuine document. The original documents can still be 'disappeared'...
